- Recipients of Income Support, Jobseeker’s Allowance, Employment & Support Allowance, Pension Credit, or Universal Credit (meeting criteria)
- Named on an NHS tax-credit exemption certificate or HC2/HC3 health-cost certificate
- Prisoners on temporary leave
- Under-20 dependants of someone receiving the above benefits
